Illowa Construction Labor and Management Council is a non-profit organization that strengthens and promotes the union construction industry through the use of a project labor agreement called IMPACT.

IMPACT stands for Increasing Markets, Productivity, and Construction Teamwork.

The IMPACT Agreement is one contract signed and worked under by Quad City building trades locals and contractors on a per project basis.

The building trades and contractors work in partnership to provide a high quality product to owners and users. The relationship between labor, management, and owners helps ensure the primary goal of completion of a quality project in the most cost-efficient and timely basis.

Please feel free to review our website and contact us with any comments or questions about Illowa and the IMPACT Agreement. Make your next construction project an IMPACT project.
